Returns a builder for the specified registry.

The default settings are:

• hostName: InetAddress.getLocalHost().getHostName()
• clock: Clock.defaultClock()
• rateUnit: TimeUnit.SECONDS
• durationUnit: TimeUnit.MILLISECONDS
• filter: MetricFilter.ALL
