Handles updates on resolved addresses and attributes.

Implementations will not modify the given servers.

Parameters:

servers - the resolved server groups, containing ResolvedServerInfo objects. An empty list will trigger onError(io.grpc.Status)

attributes - extra metadata from naming system

Implementations will not modify the given servers.
